The ODT Funding Program operates through a Private Placement Program designed to support humanitarian infrastructure development. Its goal is to create a secure, structured finance model that mobilizes large-scale capital for regional development.
The funding resources are based on a trustworthy commitment to undertake humanitarian and infrastructure project mandates. Instead of using traditional banking channels, KICL employs special financial structures that are compliant, missiondriven, and protected for long-term use. KICL has chosen Hong Kong as its financial hub to facilitate the provision of these resources, ensuring legal, financial, and operational oversight. Hong Kong serves as global gateway, transforming structured value into actionable funding through Special Purpose Vehicles (SPVs) established under KICL’s treasury.
These SPVs enable investment in infrastructure, mergers and acquisitions, and capacity-building initiatives. KICL manages these funds according to its governance and bylaws, which are upheld by strict due diligence, ethical screening, and alignment with both Islamic finance principles and global development goals. Kingdom Investment Corporation Limited (KICL) facilitates MT103 cash transfers as a secure and standardized mechanism for initiating international single customer credit transfers via the SWIFT network. An MT103 serves as a formal payment instruction message that enables the lawful movement of funds across borders, providing detailed transaction records—including sender and beneficiary information, amount, currency, value date, and remittance details—to ensure transparency, traceability, and compliance with global financial regulations. Within our Operation Decisive Task (ODT) framework, such transfers support high-value investment commitments, project funding, and socio-economic development initiatives in emerging economies, with all processes now subject to advance fee requirements, rigorous KYC due diligence, and exclusive coordination through our mandated settlement platform.
Structured Finance Capabilities
KICL specializes in structured finance solutions designed to mobilize capital for impactful ventures while prioritizing regulatory adherence, risk mitigation, and sustainable outcomes. Through the ODT Funding Program, we structure private placements, special purpose vehicles (SPVs), and direct investment facilities that align investor resources with vetted humanitarian, infrastructure, and economic development projects. Our approach incorporates Shariah-compliant principles where applicable, robust due diligence protocols, and secure settlement mechanisms—including MT103-enabled transfers—to facilitate efficient capital deployment. We coordinate multi-party engagements, manage compliance with AML/CTF standards, and ensure fiduciary safeguards, enabling authentic partnerships that generate measurable socio-economic value in priority regions such as the Horn of Africa and beyond. All engagements are processed exclusively via our designated platform to promote accountability and operational integrity.
Procedure and Arrangement
Pursuant to directives from the Family Office of His Royal Highness and building upon the policy update announced on January 21, 2026—introducing new striuctured finance model (including cost of finance and adminstrative expenses) for new instruments and supporting documentation—Kingdom Investment Corporation Limited (KICL) has completed the restructuring of its settlement platform. This enhancement strengthens operational integrity, regulatory compliance (including AML/CTF/KYC standards), and resource efficiency in alignment with Operation Decisive Task (ODT) objectives.
KICL has granted an exclusive mandate and full autonomy for transaction intake, KYC due diligence, compliance oversight, settlement coordination, and all related communications to Giant Panda Group International Holdings Limited (BVI Company Number 2161446), which will transition to Kingdom Development Corporation Limited upon completion of name change procedures. A formal Power of Attorney has been executed to this effect.
Effective immediately, all inquiries, transaction proposals, requests for documentation (including screenshots, confirmations, or attestations), and partner engagements must be channeled exclusively through this designated platform. Direct communications to KICL or its executive leadership, including the President & CEO, Mr. Hassan Omer Arteh, will not be processed. This protocol ensures rigorous due diligence, mutual accountability, and consistent application of the advance fee policy where applicable.
