This allows us to not only build infrastructure—but to co-own and operate it, ensuring long-term service quality, local job creation, and institutional capacity building across strategic regions in the developing world.

Kingdom Construction & Development Limited (KCDL) is the dedicated infrastructure and real estate development subsidiary of Kingdom Investment Corporation Limited (KICL), operating as a strategic vehicle to transform visionary investment into sustainable, large-scale development across Asia, Africa, and the Middle East. Headquartered in Hong Kong and supported by a growing network of regional SPVs and technical partners, KCDL integrates planning, construction, finance, and long-term operation under one umbrella.
KCDL operates under the IBO model—Investment, Build, and Operation—which allows it to play an end-to-end role in delivering public-private partnerships (PPP), smart infrastructure, and climate-resilient urban systems. As part of the broader KICL ecosystem, KCDL works closely with GPG Limited, a BVI-registered company and the capital backbone of the Giant Panda Program, to mobilize investment and structure blended finance vehicles for development.
Beyond physical infrastructure, KCDL also supports cultural infrastructure and event-based programming, organizing large-scale exhibitions, forums, and placemaking initiatives to activate urban and regional economies. This multi-disciplinary approach allows the group to align technical delivery with social value, combining construction, culture, and capital into a cohesive development framework.
